Bringing a Regional Perspective to Local Priorities
Wayne believes local government should focus on practical, affordable solutions that reflect the needs of the community. From 1992 to 2013, he served as Fire Chief for North Westside Fire Rescue, where he helped build a strong foundation in public safety and emergency response.
During his tenure, he implemented the department’s first medical responder program, expanded wildfire training, and oversaw the replacement or purchase of two engines, two water tenders, a squad vehicle, and a fire boat. As Fire Chief he founded the NWFR Firefighters Society that successfully secured critical funding for departmental equipment, advanced training, and vital community. He also led facility improvements, including enlarging Bays 3 and 4, adding office space, living quarters, and an emergency generator at Station 101, and supporting the addition and construction of Station 102 — all within approved budgets and without borrowing.
Wayne also spent 15 years as a Class A Fire Warden working within the Vernon Fire Protection Zone, gaining hands-on experience on hundreds of wildfires. During that time, he attended five ministry wildfire boot camps, achieved certification in numerous Forest Service training courses, and focused closely on the development of the Structural Protection Program as it evolved. This experience gives him a practical understanding of the challenges communities face during emergencies and the importance of preparation, coordination, and responsible decision-making.
